Morrogh has informed Colonel David M. Rohrer, Chief of the Fairfax County Police Department that he finds “no basis for criminal liability” on the part of the officer who shot and wounded a 25-year-old man on Friday, February 5, 2010.<br /><br />Police were called to a home in the 2500 block of Fallon Drive just before 11 p.m. on Thursday, February 4. Officers learned the adult son living in the home had mental health issues, was very agitated, appeared to be under the influence of drugs, and had a weapon. Responding officers removed the family from the home for their own protection. Repeated telephone calls and text messages to the home went unanswered. <br /><br />Two tactical officers, a police K-9 handler, and his dog entered a hallway in the basement to serve an Emergency Custody Order. Lake Anne Plaza could stage authentic Wild West shootouts in the middle of the plaza so customers can try before they buy.
